1. Add spectral compressor by Robbert van der Helm and set it to upward mode, turn up attack time
2. EQ out low end and harsh highs
3. Add any tuning plugin to make it tonal
This is done by applying very narrow spectral filter on a saw wave, then make the filter quickly sweep across the harmonics of the saw wave. Then add short delays to amplify that watery effect
